Uzbekistan does offer a visa on arrival option for certain travelers, but it has some limitations. To obtain a visa on arrival at Tashkent airport, you must already have a visa confirmation letter issued by the Ministry of Foreign Affairs of Uzbekistan. This is useful if there is no Uzbek embassy or consulate in your home country. You should consult with your sponsor and the Uzbek MFA before traveling to confirm you will be able to get the visa on arrival.
Citizens of Japan, Indonesia, Israel, South Korea, Malaysia, Singapore, and Turkey can visit for up to 30 days without a visa. U.S. citizens under 16 and over 55 traveling for tourism can enter visa-free for up to 90 and 30 days respectively. British citizens can also visit for up to 30 days without a visa.
Your other option is to apply for a Uzbekistan e-visa through the Global Visa Corp website, which is a lot easier to get and allows you to enter legally into the country. Also, as opposed to the Uzbekistan visa on arrival, the e-visa can be used at any border checkpoint. It does not matter whether you enter the country by plane or by car.
